          "content": "<p>Oh, I see now.  Reading other discussions finally made it clear Kaggle's submission process.  Submitting a CSV actually runs the code again and this is where it can access the test data.  So, output a dummy submission.csv (oh, and turn internet off) and submit that so Kaggle will run your notebook again.  That wasn't obvious to me at first in case anyone else has issues.</p>",
