  "content": "<p>Hi, <br>\nI am not able to download the data. I tried the download link here and also tried using the command line Kaggle options. Using command line I get <br>\n\"kaggle competitions download <a href=\"https://www.kaggle.com/competitions/UBC-OCEAN\" target=\"_blank\">https://www.kaggle.com/competitions/UBC-OCEAN</a> <br>\n403 - Forbidden - Permission 'competitions.participate' was denied\"</p>\n<p>direct download link from the page here basically doesn't do anything and the download bar just shows downloading with 0 size.</p>\n<p>Any help would be appreciated.<br>\nThank you</p>",
